Human Rights Monitor (HRM) submitted a complaint to the UN Special Rapporteur on
Extrajudicial killing concerning 37 detainees who were killed
while being transferred from the Nasser City I Police Station to Abu Zaabal
Prison at the hands of police officers. The detainees who lost their lives, were
against the practices of the current authorities. They were arrested following
the coup of 3 July 2013, and following the forced dispersal of Rabia Al-Adaweya
sit in, which left more than 3000 killed according to HRM statistics and more
than 22,000 arrested to date.
On 3 July 2013, Military Field Marshal Abdel Fattah El-Sisi arrested Egypt’s first democratically president, Dr Mohamed Morsi and detained him in an unknown place of detention and announced the coup. Supporters of President Morsi took to the streets and organised many sit-ins in different places across Egypt.
On 14 August 2013, military and security forces with Special Forces and snipers
surrounded Rabia Al-Adaweya and Al-Nahda sit-in and used live ammunitions
against the peaceful unarmed protesters, resulting in the killing of thousands
of people and injuring thousands others.
Following the heavy armed dispersal of Rabia sit-in, thousands of protesters supporters to the currently detained President Mohamed Morsi, were arrested and detained in Nasser City I and Nasser City II Police Stations, until all places of detention became completely full.
The detainees remained in detention inside the police stations for four days, during which they were tortured, beaten brutally and electrocuted. They were deprived from receiving ay medical treatment or having access to their medications. They were further interrogated inside the police stations in the absence of their lawyers.
On 18 August 2013, the prosecution ordered the transfer of 612 of those detained inside Nasser City I Police Station to Abu Zaabal prison.
45 of the detainees were squashed in a security forces van which capacity can only have 20 detainees only, standing on their feet throughout the whole journey. The temperature was very high inside the truck, almost 40c, as the temperature outside was almost 30C.
Six hours later, the Interior Ministry issued three different statements declaring the death of 38 detainees while being transferred to Abu Zaabal Prison.
The first official statement announced that detainees attempted to escape from the truck, while the second statement announced that detainees were rioting inside the truck and managed to capture a police officer and in reaction police officers fired tear gas inside the van causing them suffocation, and subsequently, death. The third official statement announced that an armed group attempted to free those detainees and clashes happened between police officers and the armed group, which caused the killing of the detainees during the armed clashes.
The next day 19 August 2013, images of the corpses were
taken while being received at Zenhom morgue. Most of the bodies swollen and
black. Families of victims were finally able to see the unrecognisable corpses
of their loved ones at the morgue on 20 August 2013 and after conducting DNA
HRM holds the police officers, security forces and the Ministry of Interior fully responsible for the killing of the 37 people, as it is unusual for security forces and the police to be carrying tear gas while transferring detainees to other places of detention, therefore, HRM believes that this was a deliberate killing at the hands of security forces and the police.
